The 21 Air Pilots Association (TAPA), founded in January 2021, is the collective voice of the pilots of 21 Air. We are a pilot-led organization built to represent, defend, and advance the interests of our members.
Formed by pilots, for pilots, our association is built on the belief that a strong, informed, and engaged pilot group is essential to a successful operation. Through open communication, effective representation, and mutual respect, we ensure that every pilot’s voice is heard, respected, and valued.
TAPA was formed to bring the pilot group together in support of new ownership initiatives, as well as the company’s planned growth and expansion. Its mission includes establishing a solid foundation for compensation and working conditions, ensuring these standards keep pace with the anticipated increase in pilot numbers

TAPA History
Establishment and Founding Leadership
21 Air Pilots Association (TAPA) was established in Miami, Florida, on January 11, 2021, with an initial membership of approximately 20 pilots.
The founding Board of Directors was led by:
- David R. Norgen, President
- Ahmad A. Ismail, Vice-President
- Edgar J. Pena, Secretary/Treasurer
Collective Bargaining and Agreements
TAPA successfully executed its first Collective Bargaining Agreement (CBA) on February 24, 2021. Since that time, the Association has negotiated multiple Letters of Agreement (LOAs), reflecting on its ongoing commitment to representing and advancing the interests of its members. The most recent LOA was signed in August 2025.
The next round of collective bargaining negotiations is scheduled for June 2030.
Membership Growth
Since its establishment, TAPA has experienced steady and significant growth. The Association now represents approximately 160 members and continues to expand.
